According to a 2026 research study from BCG and the WFPMA, 51% of senior leaders say administrative workload is the main thing keeping HR professionals from working more strategically. A good HRIS is how most teams win that time back.

With so many HRIS platforms on the market, choosing the right one is not that simple. The tools all look similar on a features list, but they diverge sharply on the things that actually decide the fit: headcount range, native UK payroll, and how well they handle shift-based teams.

This guide covers what these systems do, which UK-relevant options are worth considering, what each does well, and how to choose.

HR Datahub is featured in this guide as the publisher. The HRIS tools below are independently reviewed.

What is HRIS software?

HRIS software (Human Resource Information System software) is a centralised platform for storing, managing, and reporting on employee data. It handles core HR administration: employment records, absence and leave, onboarding, document storage, and employee self-service.

HRIS software differs from an HRMS (Human Resource Management System), which adds operational workforce management tools, and from HCM (Human Capital Management), which extends further into strategic talent development and analytics.

The UK’s best HRIS software at a glance

The tools below cover the UK market from SME-focused systems through to mid-market platforms with European reach. Pricing and compliance details reflect each vendor's publicly available information at the time of writing.

PeopleHR UK SMEs wanting a native system Strong (GDPR, HMRC payroll) 10-500 employees
BreatheHR Small UK businesses under 250 Strong (UK-built, GDPR) 1-200 employees
BrightHR Shift-based and hourly workforces Strong (UK-built, employment law line) 5-250 employees
HiBob Scaling mid-market teams Good (GDPR, UK payroll via Pento) 100-1000 employees
BambooHR Teams prioritising ease of use Moderate (GDPR; no native UK payroll) 25-1000 employees
Personio European businesses with UK operations Strong (GDPR, multi-entity, EU law) 50-2000 employees

The best HRIS software for UK teams compared

No single platform wins outright; the right HRIS depends on your headcount, whether you need native UK payroll, and how shift-heavy your workforce is. The tools below each lead on a different one of those, so the comparison that really matters is against what you need, not against each other.

PeopleHR - Best for UK SMEs wanting a UK-native system

PeopleHR, part of The Access Group, is one of the longest-established UK-built HRIS platforms. It covers the core HR functions most mid-market teams need: absence management, employee records, onboarding, document management, and performance tracking, all within a single UK-hosted environment. The AI assistant and workflow automation tools (available on higher tiers) reduce admin time without requiring specialist configuration.

Pricing is transparent and tiered, from £3 per employee per month on the Starter plan to £9.50 on Elite+, with a 14-day free trial across all tiers. That transparency is genuinely useful when you're building a business case.

PeopleHR dashboard, a UK-native HRIS platform for small and mid-market teams

Best features

  • UK-hosted infrastructure with GDPR compliance and right-to-work documentation built in
  • Four clear pricing tiers (Starter, Core, Pro, Elite+) with no hidden per-module fees at the base level
  • Integrated payroll available via Paycircle, covering HMRC RTI submissions and pension auto-enrolment

Best for

UK SMEs with 10-500 employees that want a proven, locally supported system with predictable per-employee pricing. Particularly well-suited to organisations in hospitality, retail, and logistics where absence and shift management are high-frequency tasks.

Not ideal for

Organisations needing deep performance management or advanced workforce analytics on entry-level plans; those features require the Pro tier or above. Also, less suited to businesses with significant headcount outside the UK.

BreatheHR - Best for UK businesses under 250 employees

BreatheHR is purpose-built for small UK businesses that are moving off spreadsheets for the first time. Its pricing model is distinctive: you pay per business rather than per employee, which makes costs predictable as headcount fluctuates. The platform handles the fundamentals: holiday management, absence tracking, employee records, document storage, and Bradford Factor scoring, without overwhelming a small HR team with options they won't use.

Pricing starts at £24 per month for up to 10 employees, scaling to £579 per month for 151-200 employees. A 14-day free trial covers the full feature set. The add-on model (Rota and Time & Attendance, Expenses, Recruitment) lets you pay for extras only when you need them.

Breathe HRIS Platform for HRs

Best features

  • Per-business pricing (not per employee) keeps costs stable during periods of hiring or attrition
  • Bradford Factor scoring and UK statutory holiday calculations built in natively
  • 15,000+ UK SMEs using the platform, with users consistently rating it highly  for ease of use

Best for

UK businesses with 10-200 employees that need to replace manual processes with a straightforward, affordable HR system. Strong fit for professional services, retail, and small hospitality operators where the HR function is a generalist role rather than a specialist team.

Not ideal for

Organisations above 200 employees: BreatheHR does not serve beyond that threshold. Also limited in payroll integration depth and advanced reporting compared to mid-market platforms.

BrightHR - Best for shift-based and hourly workforces

BrightHR is built around the needs of businesses with variable-hours employees: rota management, time tracking, and shift planning sit alongside core HR records rather than as bolt-ons. The BrightAdvice line gives access to 24/7 employment law guidance from Peninsula's HR specialists, which is a meaningful differentiator for smaller businesses without in-house legal resources.

Pricing is quote-based and not publicly listed. Third-party sources place the entry-level Connect tier at approximately £4 per employee per month, with higher tiers adding performance management and the employment law advice line. The platform serves over 120,000 businesses globally.

BrightHR HRIS platform for health and safety payroll solutions

Best features

  • Integrated rota, shift, and time-tracking tools designed for variable-hours workforces
  • 24/7 employment law advice line (BrightAdvice) backed by Peninsula's HR specialists
  • UK-built with GDPR compliance, document management, and employee self-service included at all tiers

Best for

UK SMEs with 5-250 employees in retail, hospitality, care, or construction where managing shift patterns and compliance risk is the primary HR challenge. Particularly strong for businesses whose HR function is owner-managed or lightly resourced.

Not ideal for

Organisations that need deep performance management, succession planning, or integration with enterprise payroll systems. Pricing opacity can also slow procurement in organisations that need formal vendor comparisons.

HiBob - Best for scaling mid-market teams

HiBob (branded as Bob) targets the mid-market gap between lightweight SME tools and enterprise HCM platforms. Its distinguishing feature is that employee engagement tools (pulse surveys, recognition tools, anonymous feedback channels) are built directly into the HR record rather than treated as a separate module. UK payroll is available natively via Pento (acquired by HiBob in 2024), covering HMRC compliance and P11D reporting.

Pricing is custom and requires a sales conversation. It is not publicly listed. Third-party estimates place it broadly in the range of $8-25 per employee per month depending on headcount and module mix, though UK buyers should request a sterling-denominated quote.

HiBOb all-in-one HR, Payroll and Finance platform

Best features

  • Native UK payroll via Pento integration, covering HMRC RTI, pension auto-enrolment, and P11D reporting
  • Engagement tools (pulse surveys, shoutouts, anonymous Voice channel) built into the core HR record
  • Workforce analytics and compensation planning available as modules, with Mercer benchmarking data integration

Best for

Growing organisations with 100-1,000 employees, particularly those with distributed or remote teams where culture and engagement are active retention levers. Strong fit for technology, professional services, and financial services businesses that want HR data and engagement data in the same platform.

Not ideal for

Businesses under 100 employees where the pricing and implementation overhead is hard to justify. Also less suited to shift-heavy workforces or businesses needing deep scheduling tools; payroll outside the UK and a handful of EU markets still requires a third-party provider.

BambooHR - Best for teams prioritising ease of use

BambooHR built its reputation on making HRIS accessible to HR teams without specialist technical skills. The interface is clean, adoption rates among employees are consistently high in user reviews, and the onboarding and offboarding workflow tools are among the most polished in the mid-market. It covers core HR administration, performance management, and applicant tracking across three tiers (Core, Pro, Elite).

UK pricing is quote-based; third-party estimates indicate the range runs approximately £5-10 per employee per month depending on tier and contract length, with a minimum monthly spend applying for smaller teams. There is no native UK payroll; integration with payroll providers is required.

BambooHR HRIS platform for brilliant work

Best features

  • Consistently rated highly by users for ease of use and employee adoption
  • Structured onboarding and offboarding workflows with automated reminders and e-signature support
  • Applicant tracking system available on Core and above; performance management on Pro and above

Best for

UK organisations with 25-1,000 employees where simplicity and adoption speed are the primary selection criteria. Works well across sectors; particularly valued in professional services and business services where HR teams are small and generalist.

Not ideal for

Businesses that need a native UK payroll require a separate payroll provider. Performance management is not included on the Core tier, which catches some buyers off guard. Implementation fees (often from £1,000 upward) add to the total cost that entry pricing does not reflect.

Personio - Best for European businesses with UK operations

Personio is the dominant HR platform for European SMEs and mid-market businesses, built around EU employment law, GDPR data residency, and multi-entity management.

For UK businesses with European operations, or European businesses entering the UK market, Personio handles the compliance complexity in a way that US-built platforms rarely do out of the box. It covers core HR, recruiting, payroll in the UK, Ireland, Germany, Spain, the Netherlands, and other European markets,  performance management, and absence management on a modular basis.

Pricing is custom and annual-only; there is no free trial. Third-party estimates indicate a starting range of approximately €7-15 per employee per month for core HR, with modules for recruiting, payroll, and performance priced separately.

Personio AI-powered HRIS platform

Best features

  • Multi-entity and multi-country HR management covering the UK, the EU, and select global markets
  • Native payroll for the UK, Ireland, Germany, Spain, the Netherlands, and selected other European markets; GDPR-aligned data residency across all plans
  • Modular structure lets organisations add recruiting, performance, or survey tools as headcount and needs grow

Best for

UK businesses with 50-2,000 employees that operate across multiple European entities, or European businesses bringing their HR platform into UK operations. Particularly strong for technology, professional services, and manufacturing businesses with a white-collar workforce in multiple EU jurisdictions.

Not ideal for

Businesses that need payroll outside Personio's supported European markets require third-party payroll integration. Also less suited to shift-heavy workforces or organisations that want a free trial before committing, Personio's sales process is fully custom and relationship-led.

How to choose HRIS software for your organisation

The tool shortlist matters less than the selection criteria you apply to it. Before you start demo calls, nail down these four questions:

  1. What is your genuine headcount ceiling? Some platforms stop serving meaningfully above 250 employees; others only start delivering value above 100. Match the tool's sweet spot to where your organisation is heading, not just where it is today.
  2. Do you need UK payroll built in, or are you comfortable integrating? Native UK payroll (HMRC RTI, pension auto-enrolment, P11D) is genuinely useful if you want one fewer vendor. If your payroll team is happy with their current system, integration may be the better route.
  3. What does your workforce look like? A salaried office-based team and a shift-based hourly workforce have completely different HRIS needs. Rota management, time tracking, and variable-pay calculations matter far more to the latter.
  4. Who actually has to use this system? Adoption by line managers and employees is the most common reason HRIS implementations fail. Ease of use for non-HR users should carry as much weight in your evaluation as feature depth.

What HRIS software won't tell you?

Every HRIS system in this list does a solid job of recording what you pay your people. None of them tells you whether what you're paying is competitive against the live UK market. That's a different question, and it's one I see HR and Reward teams get caught out on more often than you'd expect.

An HRIS gives you internal pay data; it doesn't give you external benchmarking. You can see that a Marketing Manager in your Manchester office is paid £45,000. You can't see from that data alone whether the market has moved to £52,000 since your last pay review.

That's the gap HR Datahub fills. It’s a market pay benchmarking platform built on over 30 million live UK job adverts, so you can see what the market is actually paying for that Manager in Manchester and set up a range you can justify. When a hiring manager pushes for more, or finance pushes for less, you’ve got the evidence to defend where you landed. It enables salary benchmarking against what the market is actually paying right now, not what a survey reported twelve months ago.

The Greater Anglia case study is a good illustration of what it looks like in practice for a large, multi-role UK employer.

The honest answer is that you need both: an HRIS to manage your people data and a live benchmarking tool to make sure your pay stays competitive. They serve different purposes.

Frequently asked questions about HRIS software

What is the difference between HRIS, HRMS, and HCM?

HRIS software focuses on core HR administration: employee records, absence management, document storage, and basic reporting.

An HRMS (Human Resource Management System) builds on HRIS software by adding operational workforce tools such as scheduling, time and attendance, and payroll.

HCM (Human Capital Management) extends further into strategic functions, including talent development, succession planning, and workforce planning analytics. In practice, many vendors use these terms interchangeably; the meaningful question is which specific modules a platform includes, not which category label it uses.

How much does HRIS software cost in the UK?

HRIS software costs in the UK vary considerably by platform type and pricing model. Transparent per-employee pricing ranges from £3 per employee per month for PeopleHR's entry tier to £9.50 on its highest tier. BreatheHR prices by business rather than by employee, starting at £24 per month for up to 10 employees.

Mid-market platforms including HiBob, BambooHR, Personio, and BrightHR all use quote-based pricing that requires a sales conversation. Implementation costs and add-ons can add significantly to the base figure, particularly for BambooHR.

What features should I look for in HRIS software?

The core features any UK HRIS should cover are: employee records management, absence and leave tracking, document storage with e-signature support, employee self-service, and GDPR-compliant data handling. For UK businesses, look specifically for HMRC RTI payroll integration or native payroll, right-to-work document management, and pension auto-enrolment support.

Beyond the basics, the features that matter depend on your workforce type: shift-based teams need rota and time-tracking tools; growing organisations should prioritise onboarding workflows and reporting depth.

Is HRIS software suitable for small businesses?

HRIS software is well-suited to small UK businesses, and several platforms are designed specifically for this segment. BreatheHR's per-business pricing model makes it cost-effective for teams of 10-50 where a per-employee fee would add up quickly. PeopleHR's Starter tier at £3 per employee per month covers the HR essentials for small teams without committing to a full suite.

The honest caveat is that implementation takes time even on simple platforms; factor in a few weeks for data migration and manager training, not just the monthly fee.

Does HRIS software handle payroll?

Some HRIS platforms include native UK payroll; most either integrate with a separate payroll provider or don't connect at all. PeopleHR offers payroll through its Paycircle product, covering HMRC compliance and pension auto-enrolment. HiBob includes UK payroll via Pento. Personio handles payroll natively for the UK, Ireland, and Germany.

BambooHR and BreatheHR do not include native UK payroll and require integration with systems such as Xero, Sage, or QuickBooks. If payroll consolidation matters to you, confirm native UK payroll support before committing to a platform.

Ready to benchmark your pay alongside your HRIS?

Choosing the right HRIS is worth the time you put into it. The difference between a platform that fits your workforce and one that doesn't becomes obvious within six months, usually in the form of workarounds, low adoption, and data that nobody trusts.

Once the system is in place, the next question is whether the pay decisions you make off the back of it will stand up when leadership asks why. Talk to our team today to get access to HR Datahub’s live UK market pay data from over 40 million job adverts, so you can benchmark any role, in any location, and back every range with evidence.
